 INVITATION TO BID

           A/E Improvements for Sweetwater Recreation Complex

       BID NO. 23-01

The McDuffie County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for A/E Improvements for Sweetwater Recreation Complex for the McDuffie County Board of Commissioners. The site is located at 180 Sweetwater Park Drive SE, southeast of downtown Thomson. The entire park site spans east to west between Wrens Highway and Wire Road. The portion of the park under this scope is the west portion along Wrens Highway at the existing baseball and softball fields. It is understood that the Owner has designated one-hundred eighty (180) consecutive calendar days to complete the project from Notice to Proceed. Commencement of construction date is April 24, 2023 with a Final Completion date of October 21, 2023.

A/E Improvements shall be executed concurrently and consists of, but is not limited to: Demolition of existing scoring tower and selective demolition of site utilities to provide new utility services. Construction of new two-story scoring tower with restrooms and concessions. Field lighting and communications upgrades. Bids will be received for Single Prime Contract. All proposals shall be lump sum.

Lump Sum Construction Fee; provide separate line item break out for the following:

  1. Scoring Tower Demolition Complete
  2. New Concession Stands Construction Complete
  3. New Field Lighting and Communications Complete

Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the name of the bidder, the date and hour of opening and the project name. Bids will be received until 2:00 PM on March 23, 2023 at the Office of the Board of Commissioners, 210 Railroad Street (2nd Floor), Thomson, Georgia 30824. Any bid received after this date and time will not be accepted.  A Non-mandatory Pre-Bid Meeting will be held on Wednesday, March 1, 2023, at 2:00 PM EST at the following location: 180 Sweetwater Park Road SE Thomson, GA 30824. Please have representative from each Bidding Team to be in attendance. Contact Mr. Lance Cheely, Project Manager, to confirm attendance and document on associated “sign- in sheet” during meeting.

Digital Electronic Copies of Complete plans, specifications, and contract documents (PDF format) will be available to bidding contractors via email or secured link from the Project Manager. Hard Copies of Construction Documents may be obtained from the offices of Cranston LLC by those qualified as prime bidders. Questions/ RFIs from the bidding contractors shall be sent via email to the Project Manager, Lance Cheely via email lcheely@cranstonengineering.com or facsimile 706-840-3076. Deadline for questions is Friday March 10, 2023.

Award will be made to the contractor submitting the lowest responsive and responsible bid.  McDuffie County reserves the right to reject any or all bids, to waive technicalities, and to make an award as deemed in its best interest.  McDuffie County reserves the option to negotiate terms, conditions and pricing with the lowest responsive, responsible bidder(s) at its discretion.
